Sorry man, you thought wrong. Nobody is mandatory for Pac. That's the advantage of having no belt to defend. A pro boxer is free to fight anybody he chooses.

We all want Marquez-Pacquiao II to happen, but it looks like it's on hold for now.
Latest buzz is that Pac will fight DDiaz in March, though the contract hasn't been signed yet. It is a more sensible fight business-wise for Pac and Bob Arum as DDiaz is also with Top Rank.
