I think Forrest fought a very scared fight (throwing himself to the floor, flailing around from all those partial shots, being tentative to punch) and I thought he did not have a commanding enough attitude to win the fight. I found rounds hard to score for him, and sometimes he would just stand there and block silly shots instead of moving, or countering or setting Mayorga up. I though Mayorga won easily enough.
