who can berto beat for a world title?

I just read something about berto wanting to fight for a world title next year and im wondering which welterweights could he beat for a title.
I think it'll be very hard to win a title.
floyd wouldnt fight him,
hatton wouldnt fight him if he beats floyd,
paul williams is fighting cintron plus they are both to big in my opinion for berto to beat.
the only one i could see berto beating is maybe cotto as he hits harder and is alot faster, but bertos chin aint to good and maybe cotto could break him down.
what do you think????

i have no idea.i just don't think he's got enough to beat any of the title holders.
cotto is the second best boxer in the welter div,probably the best brawler,cintron hits hard and williams stays busy,and floyd is floyd.

he still needs a little work. once all these big guys move up, he'll be perfect for the welterweight champ. I think his chin is fine, he's just getting used to harder punchers than he's ever faced before.

I agree at this moment Berto is good, but the WW division is so talented that it's going to be really hard to win a title. The only one I would think that he could beat would be Cintron if he were to beat Williams.

He better move down or up, unification is on the horizon in the WW division and it doesn't look like Berto is on the horizon for these events.
