Generally the guy who lands the most punches should win but it's not that simple. I've seen some fights where I thought the guy who landed less punches won the fight. If someone lands 1000 jabs and the opponents lands 950 power punches (I know this is exaggerated) then I would go with the guy who landed 950 Power shots. Judges can tell which punches are more effective. I know there are some bad judges but I think it's better than simply relying on who lands more punches.

Then what about Knock downs? You could land 150 more punches than your opponent but get knocked on your ass 5 times? Would you still think this way?
