How do Sanctioning Bodies Select Referees?

When a title fight is taking place in an area where there are not many established referees, how do they pick who does them?

Another question is, when you get your license to be a ref are you assigned to a certain organization and that organization may call on you to do fights?

For big fights there are a handful of refs selected, and then both teams have to agree on one for the fight i think
