how come pacquiao dosen't have any world title??

he has been fighting the best for the past4 years and he has beat everybody does pacquiao vacates his world titles or most of his important fights has not been for a world title??? anybody take me out of the doubt.

Barrera and Morales certainly qualify as "the best" but Velazquez and Solis sure as hell don't. He's not fighting titleholders, that's why he has no titles. It doesn't get any simpler than that.
