I don't think you can call him a top welterweight until he gets a solid win. I would have considered the Rivera win solid if he hadn't been dropped and won somewhat controversially. The way he was dominated by Quintana could be a sign that any capable boxer-puncher will give him fits.
Julio may be served moving up to 154 and challenging the Forrest-Baldomir winner, in my opinion.Comment

That's definitely a good point, but given the ages of both those guys and how a Julio-Forrest/Baldy fight would not take place for at least another 6-8 months, I think it's a better career decision because if he loses he can go back down to welter. Welter is obviously an incredibly stacked divison, but 154 is very bare in comparison, and if his body is healthier and stronger at 154 (where his last fight took place), then perhaps he should go up. Berrio would be another good potential title fight for Julio at 154.Comment

Nah, not yet. I was ringside for the Rivera fight and while I had it razor thin, I still had Julio winning by a point (though I wouldnt have argued with a draw). He's got some work to do, he can't expect to knock everyone out.Comment
