Can anybody get a title shot at heavyweights?

i remember one time Andrew golota lost 3 fights IN A ROW, all 3 were title shots!...lamon Brewster lost his last fight and had 3 surgeries and gets a title shot, and similar scenarios happen like that all the time, can anybody get a title shot in heavyweight boxing?

golota got his title shot cause he was with king... king gets alot of his fighters title shots regardless of whether they've won or loss
