If HBO and Showtime both refuse to buy the fight (i.e. pay the promoter a licensing fee), then the promoter has no other option but to put it on PPV. A few thousand PPV sales is better than nothing, I suppose, and I guess it makes it feasible to buy the PPV slot from InDemand or whatever provider they use.
