Ibragimov is a very common last name in the parts of the former Soviet Union populated by nations that had adopted Islam at different points in time. You can check in boxrec, as Neuraxis noted, that they were born in the same year, within less than 6 month or so. Sultan was born in Dagestan, if I remember correctly. Timur was born in Uzbekistan, a republic very distant from Dagestan. Sultan is most likely an Avar, and Timur is an Uzbeki. The occurance of the common last name with the root Ibragim and the Russian ending 'ov' is due to both Islamic tradition and the Russian influence that has long been present in both Uzbekistan and Dagestan (the latter still being a proud small nation within the Russian Federation). In terms of race and language, Avarians and Avarian language belong to Caucasian/Indo-european family, and Uzbekis and their langage belong to Asian/Tibetho-Mongolian family. Hence they probably don't even look similar and their mother tongue, if not Russian, is probably also very different.
I may well be wrong here, but it does seem unlikely that they are brothers.
