Why can non-Participants be in the IBHOF without having to retire or wait five years? Last time I checked King, Arum and Sulaiman have never retired. Why are fighters who make the sport have different requirements for eligibility?

Because they are non-participants. At the same time, they wait a lot longer to get in.
