Plus it has been 3 1/2 years and 11 fighters ago that Pavlik didnt face someone who had just come off a loss in one (if not both) of their last two fights. That's being pretty cautious. They hand picked losers to fight Kelly. After someone else just beat them, they found it safe to stick Pavlik in front of them.
Example: Pavlik beats Zuniga. Zuniga beats Zertuche. Now Pavlik fights Zertuche.... makes sense, no?
Now he is facing a guy who is arguably undefeated who has just come off fighting 4 very difficult opponents and on a roll to be the future champ. This is way over Kelly's head. He will go down and go down early and hard.
