Depends what you mean. PBF is better at looking arrogant and more dominant but RJJ used to trash talk in a more likeable way.

RJJ easily.
Floyds trash talk usually consists of "im the greatest! p4p number 1!!!" and "ill knock your ass out!" even though we all know he wont.

Definitely RJ because you had to respect his speed and power. PBF is saying the same thing, but, come on, who's he gonna knockout at 147-154. He couldn't punch his way out of a wet paper bag ( with scissors in his hand ). And for fun, say RJ dropped down to a ripped 154, he murders Mayweather.
