Only a judicial system as ****ed as ours would put him back in prison for this. I agree with the rehabilitation thing, because he'd just get drugs in prison either way. 7 1/2 years is a ridiculous sentence for drunk driving and possession no matter what priors you have.
he wasnt even drunk,it was a substance under the influence
