Checking the IBF's official website, I discovered that Manny Pacquiao is not only ranked #3 by the IBF, but also #13.
Maybe, that is to make up for their not giving him the number #1 slot:
"Rank him twice! That should silence our critics!" or so the IBF bigwigs seems to have exclaimed. Who knows?

Now, Classen, IBF's world champ at Jr. Light, has been reported to turn down ay chance of his defending his crown against Manny Pacquiao because, he said, Manny is only the 3rd rank contender and he wants to face the #1.
Who's number 1? Mzonke Fana.
Maybe Classen should try to meet Bobby, too. But they'd better be careful and be sure to remember Bobby's name, or, Manny might be the one who'll show up!
