How does Oktay Urkal keep getting title shots?

He's fighting Cotto for the welterweight title, whats up with that? Is the WBC still not convinced that Urkal is not championship material?

His best effort was his first title shot against Tszyu. (I love this fight!)

Showtime was building Tszyu vcs. Judah, in the opener Zab got the cupcake Alan Vester and Tszyu got Urkal who fought his absolute ass off.

I said right after that fight that Zab was lucky the opponents werent reversed...in the coming years it really proved to be true, that version of Urkal that fought KT would have exposed Zab!

i think he's the one making the most money, he keeps getting step aside money. its been adding up. i beleive it was first hatton against collazo and then cotto paid him some money so cotto and quintana could go at it.
i'm pretty sure if someone offered him some more he'd step aside again. but cotto needs a rest and he'll fight him in puerto rico in front of his fans..
the wba is to blame here....
