Who is Hector "El Tigre" Saldivia?

Looking through Boxrec over the Cotto-Mayweather topic, I noticed this Argentinian, whos 22 years old, and allready got his own website in "contruction", ranked 11th at Welterweight. Is he a potentional threat? A long with Andre Berto, Victor Ortiz, Shamone Alvarez among the top 100...

I think out of those three you mentioned, definitely Berto will become a force in the WW div. Alvarez and Ortiz are good fighters but Berto is a better overall fighter imo.
