I agree with your list with the exception of the highlighted fighters. I think Baldomir, Margarito and Quintana have all raised there profile in 2006 significantly.

Baldomir can still demanded good money for a fight against another elite at 147lbs.

Margarito has also raised his profile enough that any fight with a top WW would probably be a PPV event. Margarito is now a million dollar fighter.

Quintana has also raised his profile greatly by defeating Joel and will probably get 10x more money for his next fight than he received for his fight against Joel Julio.

I also give Barrera a rise due to his convincing win against Rocky Juarez in there rematch. He showed he is not washed up and is still top shelf.

                Rise:
                Pacquiao
                Dela Hoya
                Mosley
                Valero
                Guzman
                Hopkins
                Klitschko
                Diaz
Baldomire, even though he lost to PBF, still good wins over Judah and Gatti.

                Fall:
                Raheem
Corrales and Castillo, due to their not making weight and fighting only 1 time this year.
                Morales
Hatton, not good performance against Collazo
                J. Taylor
                Hatton

I'm pretty sure Corrales and Castillo have fallen to the lowest point imagineable. I'd be shocked if either ever recovered from such an atrocious year.
