He's not sneaky. This is a business and who wouldn't want to do whatever they could to sign the hootest free agent in boxing. Arum is just pissed that he was beaten to the punch and is now scrambling.

So is it really the promoters who call the shots? Doesn't the sanctioning body (WBC WBA IBF WBO) have the authority to set matches?

the sanctioning bodies have the authorities to call the shots, but only when there fighter has to fight their mandatory, when barrera beat morales in their 3rd fight he was forced to fight fana or if he didnt he would have lost the WBC belt, which is why he fought him, after that fight barrera didnt have a mandatory challenger to fight because he fufilled his obligation fightin fana, he then went on to unify the WBC and IBF by beatin peden, now the WBC have ordered barrera to fight pacman, if he doesnt he will probably be stripped of his belt. its only when you dont have to fight your mandatory boxers can fight whoever really.

remember whn barrera was gonna fight chavez for his IBF belt at 135lbs, the IBF didnt order that fight to happen i think, it was just a fight that both fighters wanted.

so promoters have power too because they put on the fights and if their fighters dont have belts it doesnt really mattwer as long as their top fighters, which we have seen with the morales vs pacman trilogy, none of them had belts but the promoters pulled these fights off, without the sanctioning bodies.

The Barrera - Pac fight will go to purse bid unless one of the two fighters states that he is unwilling to take the fight. If Barrera refuses, Pac fights Soto for the vacant belt. If Pac refuses, Barrera will have to defend against the next highest-ranked available opponent (Soto), if he choses to take the fight.

Arum controls Soto so I don't know if he'll want to let his fighter take on Barrera. If he choses not to enforce Soto's option (assuming Manny doesn't enforce, either), then Alex Arthur would be the next in line. He's a Frank Warren fighter so he'll probably take the fight. He's never fought outside the U.K., tho, so I don't know if he'd be willing to come to the States and fight Barrera.

Anyway, here are the WBC rankings as of today:

1 .- Manny Pacquiao (Phil) INTL
          2 .- Humberto Soto (Mexico)
          3 .- Alex Arthur (GB)
          4 .- Guadalupe Rosales (Mexico)
          5 .- Rocky Juarez (US)
6 .- Nobuto Honmo (Japan) OPBF
7 .- Mzonke Fana (South Africa)
8 .- Humberto Toledo (Ecuador) LATINO
          9 .- Francisco Lorenzo (Dom. R.) CABOFE
10 .- Hector Velazquez (Mexico) AMERICA
          11 .- Bobby Pacquiao (Phil)
          12 .- Yusuke Kobori (Japan)
          13 .- Vicente Mosquera (Panama)
14 .- Agnaldo Nunes (Brazil) NABF
15 .- Juan Carlos Salgado (Mexico)

One thing for sure...Pac will not refuse a Barrera fight. I know Barrera will not too...but the problem might lie on DelaHoya. If GBP refuses then Barrera gets stripped of belt.....per rules. I hope everyone cooperates...after this, the winner should fight Guzman or Valero.

note**: There's a No butt **** on the number 6 rankings.

GBPs doesn't decide, Barrera decides. He doesn't have to let GBP's promote the fight. If he wants the Pac fight, all he has to do is say so and let GBPs not reach an agreement. The fight will go to purse bid on January 12th, and someone else will promote the fight.

I'm sure GBPs will throw a bid in there. They want the money. Also, if they win, they get a cut back for promoting Barrera. Pac would only be entitled to 25% of the winning bid, and Arum wouldn't get one cent because he wouldn't be promoting.

Look for this purse bid to be pretty high.

MAB vs. Pac is going to be about the MONEY! I don't care about Pac-haters saying that Pac only fights old legends....this is also about erasing the Barrera question in their last fight. After Guzman or Valero....Pac should also go erase the Marquez questions.

Arum is a piece of garbage.

Who is he going to set Pac against? Golden Boy owns all the good prospects in the division. Especially Boom-Boom, which would probably make a good match with Pacman later on.

But Golden Boy isn't going to set squat up for Arum. Freddie Roach was right, because Golden Boy has the best ability to get him the fights he wants.
