When would the Mayweather-Pacquiao fight have been the biggest

This is the biggest fight of all time in terms of numbers, no question about it. PPV sales, gate record, purse, world interest etc. I mean, non-boxing countries had small villages with local newspapers which had this fight on their front pages.

Anyway, this was in 2015 as we all know. Some say this was the peak of this fight's numbers because it had been building up for 6 years.

Others say it would have been even bigger if they fought eachother in their primes, before Pacquiao's losses in 2013.

Just interested to hear what time period/year you would pick and why.

My guess would be when Mayweather was begging Pacquaio to take the fight right before his prison stint, but Pacquiao preferred the Marquez IV fight instead according to Arum.
