Mike Paul's ranking and criteria

I'm sure y'all have heard of it. Mike Paul was a fairly well respected historian who came up with a computer generated all time ranking.

I can't seem to find it anywhere. The list or the criteria for how the list came to be, IE how the computer made its choices.

If any of y'all can help me out I'd very much appreciate that.
