Barney ross never defended his lightweight title

How did Ross get away without defending his lightweight title for nearly 2 years? He only defended his phantom Jr. Welterweight title. He relinquished his lightweight title, when, he was suspended by the boxing commission for not meeting Lou Amber's. Then, signed to fight Jimmy McLarnin for the Welterweight Title. Love to hear your opinions.
    Cheers.

    - -So?

He was a fighter, not a politician, and McLarnin the bigger challenge.
