In terms of base strength? It is probably George Forman, followed by fighters such as Lennox Lewis, Mike Tyson and David Tua.
Those guys where naturally and fundamentally strong, they did not need to kit themselves out with any power-lifting or body building routines.

Post prison he devolved into a 4 round three ring circus train wreck in slomo.
Ali had very underrated strength, but none in Anderson's realm where he could've lifted the lot being discussed here gathered on a platform.
