Dude, short and small has nothing to do wit speed. If anything, a smaller, lighter frame would tend to increase one's capacity for handspeed.

Judging by footage, I'd have to go with Jones. Ali was the fastest heavyweight of all time; but I'd still rank him a shade slower than a middleweight Jones.
