myself i would say

1. hagler
2. leonard
3. monzon
4. Hopkins
5. Jones

I might be alittle biased towards hagler,, him and monzon could be flipped,, leonard is a clear #2 IMO,,
Hopkins and jones are very close but nowhere near as impressive as the other 3.. I ranked hopkins higher because i think he beat the best fighter in tito and reign was much longer

Actually this list is almost impossible to make. A lot of people say Hopkins fought only bums. A lot of people say Monzon fought blown up welterweights or past prime fighters. A lot of people say Hagler fought average opposition and blown up welterweights. If you want to, you can tear down every legacy, and if you want to, you can enhance every legacy - if you use the right arguments.

My order:

Monzon - Beat everyone around and fairly comfortably
Hagler - Ditto but not as many defences as Monzon
Hopkins - Quantity but not quite the quality of Monzon/Hagler runs
Jones - Never fought the one man who cast a bit of doubt about his status as the 175 pound king. Very Dominant in his performances though.
Leonard - Just not that enamoured with the quality of the era. Relative to their own eras though I suppose Leonard's run might be top.
