The Sonny Liston who fought from 1958-1961 was very noticably quicker than the one who later fought Ali, as he threw a very snappy & quick left jab, as well as a very snappy (powerful!) & quick lead left hook. Sure, his right hand wasn't as fast as his left, as he seemed to telegraph it before throwing it (there was usually a short pause with it, it seemed). But his left hand, and even his footwork & reflexes were all pretty quick in his prime.
By no means am I saying Liston was one of the fastest Heavyweights in history...but the best Sonny Liston was a helluva long way from being "slow"!
