I'd say he was something approaching a Ricky Hatton-level fighter. Not in terms of style but the fact that both were good fighters who carved for themselves a fair bit of success whilst mostly falling short against the absolute top tier.

I liked Kelley. He was entertaining. A bit of a character. He possessed solid skills and he knew how to employ them. Had he not the misfortune of arriving in an era loaded with the likes of Morales and Barrera his reputation would probably be far higher.

He had pretty good skills coming up. Brawling and getting to too many exchanges was his downfall though. He spent a long time at #1 waiting for a shot. When he finally won the title he didn't hold it long because he chose to punch instead of box with the tough Alejandro Gonzalez.
His getting into wars made for some exciting fights though. If you haven't seen it I recommend watching his first fight with Derrick Gainer, it's a classic.
