Why Dosen't Mexico Produce ATG Heavyweight's & Champions?

There has never been a full Mexican HW champ never mind a ATG at the weight. Why in your opinion is this?

The Mexicans are not large people rarely they cross 5 ft 10 and are rather small boned persons great for lesser weights but only a very rare specimen makes heavyweight limit IMO. To make matters clear the average height of a Mexican is 165 cm (5' 5').

Exactly this. Same with most Asian countries. Mexican's for the most part are very small.
