I've never seen a white heavyweight with faster hands than Joe Bugner.
I dont like to classify by colour, there are fast guys from every race. Willy Pep had some blindingly fast hands though.

Maybe Willy Pep, have not seen him fight much though. Calzaghe was pretty fast same with Sergio Martinez.
In terms of velocity on their punches I would add Marciano maybe Ketchel,Wlads punches are traveling at a high speed.

Gene Tunney had plenty of speed. By all accounts Harry Greb had very fast hands.

"Fast" meaning what? Hand speed? Foot speed? Upper body movement?
Niccolino Locche seemed like he was watching his opponent in slow motion the way he could evade a punch.

Good point there are different kinds of speed.
Niccolino Locche may have had the fastest perception all time.
