Yes for sure, he is a little unlucky sharing the same era as Archie Moore who just seemed to have an indian sign on him.

Maybe a top 20 LHW but below top 50 P4P.
Elite HW ? who did he ever beat there ?
At LHW all he had are a points win over Archie Moore who stopped him and outpointed him more than that and a SD over Ezzard Charles who also beaten him more convincingly than that.
Decision wins over Doug Jones and Marty Marshall do ease the trouble but do not erase it.
