Yes , one could see Toney fought at and above the 175 limit since as soon as 1993. One of the reasons to why it didn't prevent him from winning that fight is that Charles Williams had about the same problem making the 168 limit.

Jones might have won a close disputed decision even against a relatively well conditioned Toney , but not every round.
