A lot of the older fighters. Basilio is the first name that comes to mind, 10 losses before his first shot, which he also lost. Past 20 years, not many guys who became notable champs.

          Carlos Baldomir (41-9-6)
          Bert Cooper (26-7)
          Cosme Rivera (28-7-2)
          Jesse Ferguson (19-9)
          Luis Santana (36-11-2)
          Rene Jacquot (23-9-1)
          Willy Salazar (30-11-1)

I went a little over 20 years behind on these, some are from the late 80s.

Eleoncio Mercedes (11-6-2), he actually won his title shot against Freddy Castillo who was 25-7-3 for his first title shot.

Luis Estaba made a few defenses against guys who didn't have many losses but guys who were like 3-3 or 7-6, he won his title against a guy making his pro debut.

            Hurricane Teru (35-9-3).

Fritzie Zivic was 100-24-4 when he got his first world title shot, but it was more common for fighters back then to have more losses than fighters today considering how many times they fought and how many good fighters they fought.

Jesse Ferguson lost most of his fights leading up to his Rid**** Bowe title shot and after that.

Maybe not the last 20 years but there were a few that won a title while having alot of loses.

                    Frddie Pendleton
                    Buster Drayton
                    Kelvin Seabrooks
                    Mike Weaver
                    Steve Little

The first four were great fighters to watch as well
