Wlad is by far the better all round boxer and puncher, Wlad has always been thought of as the better of the two brothers

I feel bad for talking about Lennox in the history forum but I think the K-brothers are definitely NSB material at this point since they are both current.

But to answer your question, Wlad has better one-punch power even though his KO% is lower.

Vitali is the better fighter though and should be ranked higher all-time. Wladimir ran away from two of the guys who beat him and Vitali had to finish them off. I also think Wlad was wary about getting in the ring with Sam Peter again, and Vitali had to take care of him as well.

Hard to say which of the two hits harder. Wlad's weaker chin doesn't allow him to open up with impunity like Vitali, so it's difficult to evaluate how powerful he could be if he wasn't entirely focused on defense.
