The simplest question that can be asked instead is how high or better : what are the upper and lower bounds of the fighter's rank in you list , and I regard it as P4P unless stated otherwise.
One mans junk is another man's treasure. This can apply to fighters and their ATG statis. Just reading through these threads I see alot of knowledgeable people with a great background of following the sport and still everyone can disagree about any one fighter.
