        He fought Archie Moore who beat Valdes handily in a prior "semi-final" fight in Vegas. So no he didn't dodge Valdes.

        Tommy Jackson could have been an opponent of Rock's but he lost to Valdes 54 which set him back to fighting tune ups until he faced Slade in 55' beating him then losing to him later that year. I think Marciano had a legitimate reason to not face Jackson because of his shaky resume. But I also believe that Jackson would have provided an awkward fight for Rock. With his flailing arms and legendarily rock solid chin.

        In the end I don't believe he ducked either, although he may have conviently avoided Jackson, although their is debate to whether Jackson deserved a title shot.
