The sport of Boxing is so different nowadays that we can't really compare boxers like Sullivan to modern fighter's in my opinion. It's like comparing Rugby players with Football players.
John L. Sullivan has nothing on a prime Jem Mace, pound for pound.
It's impossible to say with little existing footage of Sullivan and his opponents outside of him briefly exchanging punches with Corbett as an old man. What's clear is that he was a dominant champion in his time and a credit to the sport, despite some controversies about his character.

As far as historical impact possibly, but as far as skills and accomplishments go I just don't see it.
B. Sugar has had access to alot of historical information perhaps more than I have been able to access through thirty five years of reading all the magazines, watching all the fights and years of ring record book, fightfax and bxrec. He might have a reason for holding Sullivan in such high regard. Each to their own.
