Tough call but I edge Pep.
I could argue the other way but I just like his style a bit more, his speed, his elusiveness. Saddler did get the better of him, but I'd argue that Pep was a touch past prime, but his record is terrific.
As for Moore, the amount of ATGs he faced is just crazy...........amazing that he lived into very old age with his marbles intact. Swapping punches with Williams, Charles, Burley, Marciano, Patterson and Ali, crazy guy!! But he did lose rather more than Pep and not always to ATGs too. Pep was clearly head and shoulders above his opposition.
