Monzon didn't fight Hagler even though he was ranked number 1 back then, nor did he fight Corro.
He never beat a great or top class European or non-American fighter.

True. However, there weren't ne top class european middleweights in his prime. Eastman, Trinidad, and Mercado were Non-American.

By American I meant both North & South America and everything between. Eastman was so so.

Who do you think he should've fought then?

Hagler was still very green when he was a contender. Monzon would of beat him with ease back then. Hopkins has admitted that he wasn't as good as Monzon or he wound't of beat him. So STFU!

There were plenty of guys. Robin Reid, Sven Ottke, Richie Woodhall, Markus Beyer, Kessler, Mundine...

That's debatable. It always is unless the two guys actually get in the ring. What was the excuse for not fighting the number 1 contender? And Bernard was just paying respect to the late great like all fighters do. He leaves the matchups to the fans like us.

Do you honestly give any of these guys a chance against Hop? Kessler and Mundine were far too green at that point in Nard's career. Kessler never fought top opposition @ 160. And Mundine too is far too green.

"Carlos Monzon? I could lose that fight. Monzon was tall, rangy, did everything right. I see myself losing that fight more than winning it. I ain’t saying I’m number one, but I’m one of the best middleweights of all time. My legacy is what it is. If you want to be great, then beat Bernard Hopkins.”
