Despite an announcement in Mexico City that Fernando Montiel will defend his WBO/WBC bantamweight titles against Rafael Concepcion on July 17 in Chiapas, there are doubts the fight will happen, at least with the titles on the line, because Concepcion is not ranked in the top fifteen by the WBC or the WBO.

The WBO is very strict about their champions defending against fighters who are not ranked. The WBC usually follows the same rules. Montiel could very well fight Concepcion in a non-title fight but Montiel's promoter Fernando Beltran announced the fight as a title bout.

"Fernando has a date to defend his two world belts and the fight will be in Chiapas. He will face the brave fighter Rafael Concepcion, in what will be a great feature for all of the people in Chiapas where boxing has been always supported," said Beltran to reporters in Mexico.

Beltran also said super featherweight Joksan Hernández would face Rogers Mtagwa in the co-feature.
