According to WBO president Francisco "Paco" Valcarcel, WBO welterweight champion Miguel Cotto will still have pay a sanctioning fee to the WBO, even if the title is not on the line against Manny Pacquiao on November 14 at the MGM Grand in Las Vegas. Cotto, as champion, has to pay the WBO a minimum of $1,000 and a max of $150,000.
As far as the weight, Paco says if the fight is within the welterweight limit, then the bout is a welterweight fight.
"If the fight is at 147-pounds, that is the limit. If he weights more than that, then you are at junior middleweight. But with one or two pounds less, you are still inside the limit," Paco told El Nuevo Dia. "We (the WBO) have the responsibility... that if a fight is going to be inside the welterweight limit, then it has to be for the title."
