The absence of "El Loco" is due to certain health issues that prevent him from returning to the gym. So far, doctors are unable to determine the exact cause of his health problems. "El Loco" last fought on November 30, 2013, when he lost an upset twelve round decision to Aztec Javier Prieto.

Scores were 115-112 (twice) and 116-111 in favor of Prieto, who scores by far the biggest win of his career. The 26-year old is now in line for a title shot versus Omar Figueroa.

Espino has has the World Boxing Council to switch Mosquera's ranking position from 140 to 135, and he hopes to secure the boxer a shot at the silver title in the near future. In June Mosquera was set to face Joan Guzman for the WBA's interim crown at 140-pounds. Guzman was well over the contracted weight and the WBA refused to sanction the fight. He was replaced by Cosme Rivera, who Mosquera beat down in three rounds.
WBC international welterweight champion Johan Perez (17-1-1, 12KOs) is reportedly interested in facing Vicente Mosquera (33-2-1, 18KOs) for the vacant WBA "regular" junior welterweight title. Although Perez moved up in weight last month to win a ten round decision over Yoshihiro Kamegai, he is willing to move back to 140 for the right fight. This past weekend Mosquera was scheduled to face Joan Guzman for the vacant WBA belt, but Guzman was overweight by over eight pounds and the match fell apart. He instead faced late-sub Cosme Rivera and easily finished him off in three rounds.

Guzman's removal from the show resulted in the originally scheduled 140 lb. interim title fight downgraded to a catchweight affair.
It was reported earlier by BoxingScene’s Jake Donovan that Joan Guzman had come in 8 pounds overweight for his fight against Vicente Mosquera for the interim WBA Junior Welterweight title. Weight issues have plagued Guzman’s career as this is not the first time he’s failed to make the contractual weight for a fight. Mosquera’s advisor Anthony Gonzalez reached out to BoxingScene to clear up some of the comments that were made by Guzman’s manager Jose Nunez. Nunez has said Mosquera’s camp was understanding and appreciative of the advanced notice given to them regarding Guzman’s lack of making weight. Gonzalez said they had no advance notice whatsoever.
BoxingScene has been advised that Joan Guzman who was supposed to fight Vicente Mosquera tonight for the interim WBA Junior Welterweight title is now off the card after coming in 8 pounds over the contracted weight. Mosquera’s advisor Anthony Gonzalez said they are trying to find a last minute replacement for Mosquera but the WBA title will no longer be available. Veteran Cosme Rivera appears to be the fighter who will get the call on extremely short notice.
