                    If bylegend you mean a tale based upon some historical event or events which has been blown out of porportion by tellers of tale adding their own unique twists and emphasis while passing the tale along so that in times to come that tale no longer resembles the actual historical even which did take place... Yes, Bernard is a legend.

                    Now, that was more my play on the term "legend" than a criticism of bernard. He is a future Hall of Famer, but more for his endurance as MW champion and longevity (being 46 but fighting like a 38 year old) as a top level fighter. Not so much for his complete domination of all the elite fighters in and around his weight class.
