Was Cotto at 140 the best JWW of the last decade?

All I know is that tszyu-Floyd at 140 would have been one of the best fights of the decade. Typical of this era that it never happened.

Khan should get an honorable mention at least. I know he lost to Garcia and Peterson (think he got robbed in the Peterson fight) but he still fought a tough line of opponents and beat most he was the man there for awhile, an in shape fresh khan at 140 gives anybody problems. And beats most that aren't the elite of the elite so don't be like but he would whoop Chavez sr or de la Hoya or some **** because that's obvious -_-

Khan has a heck of a resume in the division and beat them all apart from Garcia and possibly Peterson, who was/is also a drugs cheat. Head to head, I'd say Cotto probably has the best chance to beat them all.
