Funnily enough, Gatti was also ranked #1 at 140 when Mayweather fought him. Other than the Lineal Champion.
So after he fights Cotto, technically, he will have fought the "#1" ranked fighter at every weight class. Going by The Ring Magazines rankings.

I would have loved to see him fight Kostya, but his career was over by 2002 pretty much with all of his layoffs and surgery.
