According to a source who is very close to the situation, Antonio Margarito, who is not licensed to fight in the United States, has been "assured that he will be licensed in Dallas." As previously reported on BoxingScene.com, a deal is nearly complete for Margarito to face Manny Pacquiao on November 13 at Cowboys Stadium in Texas. The vacant WBC 154-pound title will be on the line.

Margarito's license was revoked by the California State Athletic Commission in February 2009, following an illegal hand-wrapping scandal in January 2009. Hard inserts, containing a plaster-like substance, were discovered in Margarito's hand wraps prior to his fight with Shane Mosley.

The license was revoked for a period of one year, which ran out on February 11. Margarito has a licensing hearing scheduled in California on August 18. However, Margarito's promoter, Bob Arum of Top Rank, has said all along that obtaining a license to box in Texas would not be a problem for the former champion from Mexico.
