Jeff Horn's first defence of his WBO welterweight boxing title is set to be held in a creative and potential world-first type venue.

Queenslander Horn, who took the title of Filipino superstar Manny Pacquiao in Brisbane in July, is set to fight Britain's Gary "Hellraiser" Corcoran in the same city, most likely on December 15. Terms have been agreed for the fight which is set to take place in a purpose-built venue.

"It is creative, it should be a world-first what we're doing and it will be exciting," Horn's trainer Glenn Rushton told AAP. "If it comes off as we expect, it's going to be quite a spectacle and very very exciting and will certainly portray Brisbane and Australia in the best possible light to the world."

Corcoran 26, (17-1, 7 KOs) is the WBO's Inter-Continental champion and their 10th ranked welterweight.

His only loss was at super welterweight against world-title contender Liam Williams.

"He (Corcoran) comes to fight, he's a tough boy," Rushton said.

Should Horn (17-0-1, 11 KOs) beat Corcoran, the plan is for him to pursue a rematch with Pacquiao, whom he defeated with a twelve round unanimous decision back in July in one of the biggest upsets of the year in boxing.

Pacquiao, due to scheduling conflicts with his political career, was unable to face Horn in a rematch this year.

"July to December that's five months, that's certainly long enough out of the saddle," Rushton said.

"Manny Pacquiao isn't available, we need to keep him fighting we need to keep him active The plan is to get this one done and then hopefully next April we'll get Pacquiao back to Brisbane."

Horn is back in training, but not yet at maximum intensity.

"He's in a maintenance phase at the moment, I'm not pushing him too hard but also not letting him go too soft," Rushton said.
