As an Alt-African, I can't really weigh in on this.
What I can say, is that sometimes, as an African, I can find some of those names a little odd. However, here in Alt-South Africa, there was a culture that was borne from Apartheid of black parents giving their children an English name, so that white people could call them by an easy to pronounce name.
There must be fewer things more annoying than having an English name FORCED on your child. Of course, I don't have an English name, cuz my folks were like **** that (When I meet native/exclusive English speakers, my first name is often times repeated). So OP, as one who comes from a country where names were forced on us for the convenience of others, I say that even though I personally find some African American names to be down right ridiculous, nobody has the right to ask them to name their kids anything they don't want to. If some hood b*tch decides to name her kid LaC0ckandBalls or LaOralSex or LaLexusEscalade, who the **** are you, or me, or anybody else to judge, or to ask why the name is weird.
Some may find them weird, but that doesn't make them weird. It just makes them different.
