I based mine of the impact i think the guys made more than in ring skills or anything, otherwise flair would have been a lot higher.

but flair did most of his best times in NWA and WCW, he only was in WWE breifly in his prime and then when he was shot for several years

On wrestling ability Flair is way ahead of Michaels, Michaels wasn't technically a good wrestler he was athletic and took risks.
