Pac was #1 in 2008 after having beaten Marquez, and having had recent KOs of Morales and a UD over Barrera.
After Mayweather's last fight before he retired, Pac solidified himself as #1 by winning titles in 5 divisions over 7 fights from 130-150 as a former flyweight, smashing guys no-one gave him a chance to beat before he moved up like De La Hoya, top 147lber Cotto and 140 king Hatton. When another flyweight does that, then you call it overrated.

You are Misunderstanding the concept of term p4p.
Vitali is 6'8 and cuts down to get to 245-250 of almost pure muscle mass lol.
His opponents are almost always blown up LHW's or fat undersized CW- boarderline HWs.
His opponents average height are round 6'1½............. He's 6'8
He outweighs the majority of his opponents but those he doesn't are fat and out of shape.........
P4P in theory is about what if every fighter were the same size, who would be the best fighter then.
So you compare skills, which Vitali has a lot of no doubt but he lacks the opposition and he has a crazy size advantage over everyone in the HW div.
You could almost compare it a fighter fighting a person in a much lower weightclass and he outweighs his opponents with 20lbs of muscle mass and has a 6-7 inch height advantage over his opponent.
Thats exactly how its like in the HW div right now
