Most criminals can't follow orders and lack discipline, not to mention being extremely selfish. Being in the military is a team sport.

Military members are held to a higher standard than your average civilian. So if criminals can't even obey common laws then it's a waste of the military's time to think they'll be able to follow a whole new set of standards
